You can start with the pre-built themes, or modify the existing graphics to create an entirely new theme for your site. If you're looking for a photo editor, you should keep looking. While Webstyle 4 has a photo editor in it, it is fairly minimalistic allowing you to make changes like resizing, changing the tint, brightness and contrast, and so on. I do like the photo album feature. It allows you to import your photos into albums and save them into a themed Web page.
